What is this tool?

This, and many other old tools, were donated to the school I work at, no one in my department knows what it is though. Does anyone have any idea?

The cylinder is filled with cotton wool, so we are pretty sure there is something to go with flame/some sort of fuel

The tube next to it was on the bottom of the brass tube on the side of the cylinder, but the material has died and has come off. It has some manner of turned, what seems to be, mouth piece
