Might be a flush cut saw for trimming dowels or moldings next to a finished surface. They usually have no set on the teeth, or they may be set to one side only so as not to scratch the wood underneath. As to why the knife edge on one side, anybody's guess. Could have been altered, or may have been mad that way on purpose. Flush cut saws also have very thin blades so as to allow bending when in use. another possibility might be an early surgical saw...just a guess.
