What is it?

This drill(?) Borer(?) was in a box of old tools i bought at an auction.Maybe used in making post and beam barns???

It's called a bung hole auger. It drills a tapered hole in barrels for inserting a bung (plug).

Yes, it is missing the wooden handle that would make it look like a T-handle auger.

My guess as well. Just missing the handle. I have a wooden tap with that shape taper

Cork Reamer

Looks to me as tho it is a barel hole borer / reamer. Would bore the hole and cut the tapered, to fit cork, hole in one operation.
