Unique Grafting Tool

I thought this was a grafting tool (like for fruit trees) because it was owned by a German botonist but I have been told that is incorrect. Now I am wondering if it is a woodworking tool. Does anyone know what this tool was used for. It was made in Germany and has WILH. GOHLERS WW FREIBERG/SA written on the blade.
