Rotating Hand Tool - Valve Grinder?

This tool resembles a drill but the interchangable "bit" is flat and rather thin. The tool has a wooden knob on top and a hand crank on the side. When the crank is turned the "bit" turns approximately 250 degrees in one direction then reverses direction for approximately 110 degrees resulting in a progression in one direction. The "bit" is too thin to be a boring tool. I do not know its function.

Rotating Hand Lapping Tool

This tool is in my garage now. It is a valve lapping tool for seating valves on engines. At one time, the valves had a slot in them just for this purpose. It also had an interchangeable suction cup for the valves without the slot.

Among the many old tools in my Dad's shop, he has one. It is in fact a valve grinder and we used it when I was a kid. You place grinding compound in the seat and grind away. Perfect every time.

You guessed right, it is a valve grinder.
I can't tell you what engine it is for , but do remember seeing valves with a small slot in the top a long time ago, maybe 60 years.
